1. Significance
The "Subsidy for Low-carbon and Intelligent Upgrading and Transformation of Large and Small Manufacturing" project is not only an economic strategy but also a proactive response to Taiwan's response to global environmental changes and the pressure of economic restructuring. Through resource integration and technological innovation, this project aims to promote the sustainable development of the manufacturing industry and enhance the overall competitiveness and innovation capabilities of the industrial chain. In this process, cooperation between large enterprises and small and medium-sized enterprises has become an important bridge to promote technological progress and environmental protection, jointly promoting industrial transformation and upgrading, and injecting new impetus into economic development.
2. Application Conditions and Qualifications
Discuss in detail the type of enterprise, registration requirements, employee number standards, source of funds specifications, business status confirmation, and exclusion conditions. Emphasizing the selection criteria for qualified applicants, it aims to ensure that grant funds go to businesses with the ability to implement transformation plans and have a tangible impact.
Companies applying for this subsidy program must meet the following key conditions to be considered qualified applicants: Enterprise Type and Registration Requirements:
Must be a legally registered and operating manufacturing enterprise in Taiwan.
This includes sole proprietorships, partnerships, limited partnerships, and corporate entities. Businesses must complete factory registration.
For enterprises exempted from factory registration in accordance with the law, they need to provide certification documents issued by the relevant competent authorities.
Number of employees:
The applicant company (central factory) must employ more than 10 employees on a regular basis.
The calculation of the number of employees is based on the average monthly number of insured persons in the last 12 months accepted by the Labor Insurance Bureau of the Ministry of Labor.
Clear source of funds:
Enterprises must not have capital investment from mainland China.
This judgment is based on the commercial and industrial registration publicity data of the Department of Commerce of the Ministry of Economic Affairs or the list of mainland investment enterprises invested in Taiwan by the Investment Review Committee of the Ministry of Economic Affairs.
Business status:
The enterprise must be in normal operation at the time of application and must not be dissolved or closed down.
Exclude banks from rejecting correspondents:
Enterprises must not be rejected by banks
3. Scope of subsidy (subject of application)
Delve into the specific content of low-carbon and intelligent upgrading and transformation, including technical paths, product innovation, management mechanism improvements, etc.
Explain how these measures can achieve goals such as energy efficiency improvement, carbon emission reduction, production process optimization, and product value increase.
The scope of subsidies covers two categories:
low-carbon and intelligent upgrading and transformation. Specifically, it includes but is not limited to:
low-carbonization: carbon inventory, carbon footprint assessment, establishment of energy management systems, development of low-carbon processes and products, etc.
Intelligence: Internet of Things (IoT), artificial intelligence (AI), digital management and application, introduction of information security management systems, etc.
4. maximum amount of subsidy
The basis and calculation method for setting the maximum subsidy amount and how to divide and allocate subsidy funds according to different transformation projects or activities.

The maximum subsidy amount for promoting low-carbon development is NT$3,000. The maximum subsidy amount for promoting intelligence is NT$2,000.
In principle, the subsidy amount shall not exceed 50% of the total project budget.
5. Post-application review time :
The review time after applying for a proposal is divided into several stages, including preliminary qualification review, professional review, and financial review. The time required for each stage depends on the specific circumstances of the case, and the overall review period is generally about 3 to 6 months.
6. Implementation and Contracting Matters
After Application Approval Once the application is approved, the company needs to sign a contract with the organizer and implement the plan according to the contract content. During the implementation process, regular progress reports and financial reports need to be submitted to review the grants. After the project is completed, a final report and performance evaluation report are also submitted.
